General information for Technical Assistant Recruitment 2024

a. These roles come with standard benefits, including Dearness Allowance (DA), House Rent Allowance (HRA), Transport Allowance (TA), etc., applicable to central government employees and as per CSIR guidelines. If accommodation of entitled type is provided, HRA may not be applicable.

b. Apart from the specified emoluments, additional benefits such as the New Pension Scheme 2004, reimbursement of Medical Expenses, Leave Travel Concession, and House Building Advance are available as per Government of India/CSIR Rules.

c. The post will follow the New Pension System (formerly New Pension Scheme) effective from 01.01.2004, as notified by the Government of India and adopted by CSIR, with any updates issued on the subject.

a. Applicants must be citizens of India.

Appointment Details:

b. The appointment will be within CSIR-Fourth Paradigm Institute (CSIR-4PI), Bengaluru, under the Council of Scientific & Industrial Research (CSIR), an Autonomous Body under the Ministry of Science & Technology. Appointees may be posted at any CSIR Labs/Institutes across India as needed.

Essential Requirements:

c. All applicants must meet the essential requirements and conditions mentioned in the advertisement by the last date of online applications, i.e., 29.02.2024. Candidates are advised to ensure they possess the required qualifications for the posts applied for before submitting their applications.

Date of Birth:

d. The date of birth provided by the candidate in the application form, matching with the Matriculation/Secondary Examination Certificate, will be considered by CSIR-4PI for determining age. No subsequent requests for changes will be considered.

Minimum Qualifications:

e. The prescribed essential qualifications are minimum requirements. Possessing these qualifications does not automatically qualify candidates for Skill/Trade Test/Written Exam. The Screening Committee may use its criteria for shortlisting candidates. Candidates should mention all qualifications and experiences beyond the minimum, supported with documents.

Application Requirements:

f. The application should include self-attested copies of relevant educational qualifications, experience, etc. Incomplete applications without photographs, unsigned, without application fees, and lacking necessary testimonials/certificates are liable to be rejected.

Documentary Evidence:

g. Candidates must submit documentary evidence such as the letter of appointment, joining notification, pay certificate, and experience certificate for claimed periods. The experience certificate should clearly state the duration and nature of experience. Certificates must be issued by competent authorities.

Multiple Post Applications:

h. Candidates applying for multiple posts should submit separate application forms for each post, with relevant documents. If claiming equivalent qualifications, candidates must provide supporting documents; otherwise, the application may be rejected.

Experience Calculation:

i. Experience on a part-time basis, daily wages, etc., will not be considered while calculating valid experience for shortlisting candidates.

Language of Documents:

j. If documents are in a language other than Hindi or English, a self-attested transcript duly attested by the Competent Authority must be submitted.

Key Dates:

k. The closing date for determining the upper age limit, qualifications, and/or experience is 29.02.2024.

Experience Period:

l. Experience in a discipline/area of work, wherever prescribed, will be counted after acquiring the minimum educational qualifications for that post.

Relaxations in Age Criteria for Technical Assistant Recruitment 2024

Reserved Categories:

  • The upper age limit is relaxable for SC/ST/OBC/EWS/Divyangjan (PwBD)/Widows, Divorced Women, and Women Judicially separated from Spouse/Ex-Servicemen according to Government of India guidelines.
  • Provisions allow up to 5 years for SC/ST and 3 years for OBC, applicable only when the post is reserved for the respective categories.

Regular CSIR Employees:

  • The upper age limit is relaxable up to five years for regular employees working in CSIR laboratories/institutes, Government Departments, autonomous bodies, and public sector undertakings.

Widows, Divorced Women, and Women Judicially Separated:

  • According to GOI provisions, age relaxation for Widows, Divorced Women, and Women Judicially separated from Spouse allows an upper age limit relaxable up to 35 years (up to 40 years for Scheduled Castes/Scheduled Tribes and up to 38 years for Other Backward Classes for posts reserved for them) for those not remarried.
  • Documentary evidence required includes:
    • In the case of a Widow, a Death Certificate of her husband along with an Affidavit stating she has not remarried.
    • In the case of divorced Women and Women judicially separated from their husbands, a certified copy of the judgment/decree of the appropriate Court proving divorce or judicial separation, along with an Affidavit stating they have not remarried since.

Persons with Benchmark Disabilities (PwBD):

  • Age relaxation for Persons with Benchmark Disabilities (PwBD) is permissible as per GOI orders, allowing an upper age limit relaxable up to 10 years (15 years for SCs, STs, and 13 years for OBCs) issued from time to time.
  • Candidates claiming age relaxation under this category must provide a certificate in the prescribed proforma, indicating a degree of physical disability of 40% or more.
  • The appointment is subject to medical fitness standards prescribed by the Government for each specific post filled by Direct Recruitment by Selection.

Other Age Relaxations:

  • Any other age relaxation shall be applicable as per existing Government of India/CSIR Recruitment Rules.

Exceptional Cases:

  • Relaxation in age, beyond stipulated limits, educational qualifications, and/or experience may be considered in cases of exceptional merit or if a sufficient number of candidates with the required qualifications and/or experience are not available to fill the posts.

Documentation for Reserved Categories:

  • SC/ST/OBC/PWD/EWSs Candidates must produce original certificates in the prescribed format signed by the specified authority during the interview. OBC candidates should present certificates valid for appointment to posts under the Central Government, following the latest instructions issued by the DoPT (GOI).

Selection Process for Technical Assistant Positions:

Screening of Application:

  • Applications received will undergo scrutiny by a Screening Committee, consisting of members from the Selection Committee.
  • The Screening Committee will establish its own criteria for shortlisting candidates eligible for trade tests.

Stage I (Trade Test):

  • Candidates recommended by the Screening Committee will proceed to a Trade Test, designed to be qualifying in nature.
  • Those successfully qualifying in the Trade Test will advance to Stage II.

Stage II (Competitive Written Examination):

  • Successful candidates from the Trade Test will be invited to participate in Stage II, which involves a Competitive Written Examination.

  1. How much is the application fee for CSIR-4PI positions?

    The application fee is Rs.500/- for each application, payable separately for each post. SC/ST/PwBD candidates are exempt from the fee. Women applicants, CSIR Employees, and Abroad Candidates are also exempt.
